Recommendations depend on the material and surface
Adhesive vinyl and heat-transfer vinyl (HTV) follow different workflows. Adhesive vinyl is applied to a suitable, prepared surface, often with transfer tape. HTV is positioned on a compatible fabric or blank, then applied with heat and pressure. Advice for one should not be carried over to the other.
Texture, coatings, moisture, temperature, curves, fabric composition, washing, and preparation can all change a result. Transfer-tape tack, vinyl adhesive, blade condition, and cutter calibration matter too.
